Who was the worst driver to become world champion in F1? To give you some ideas:
Mike Hawthorn
Phil Hill
Denny Hulme

I set the Hawthorn list because he was the only original member of the Ferrari team to survive the 1958 season and it was good enough a factor to enter the Ferrari team in the first place (not easy for a non-Italian at the time).
Phil Hill is just off the top of the list, he not only had the best car, but his teammate Championship leader was killed before the end of the season, giving him the title on a plate. He has only won three races of his career, and one of the UK teams did not appear and it was a Ferrari 1-2-3-4-5.
Denny Hulme was really underestimated, even during his career. Ok, it was not a great of all time, and he won his title with a reliable (he finished every race but two in the points and has won twice, while Clark has won four times, but only finished 6 races throughout the season). Still not the worst in this list.
Scheckter was the right place at right time, had a fast car, reliable, has not made too many mistakes, honest with a partner (who honored their contracts No1/No2) has not tried to pass at Monza where they finished 1-2 to win the drivers' title and constructors. Not great, but at least he has won more races in his career than most drivers in the list.
Rosberg was lucky in its title by having the most reliable car in a year when the fastest often did not finish. Accident-free Pironi Rosberg would be just the answer to a quiz question on obscure Monaco 83 or Dallas 84.
I'm misanthropic Mansell, AWS is really the luckiest driver in the world to get the best car for so long. He only won one title with a benefit to the car bomb and no team competition. But without doubt the best driver in this list, but.
Damon Hill was lucky in that Schumi himself a competitive disadvantage with Ferrari for the season and Villeneuve was not quite up to speed. Otherwise, it is a companion, not even as good as his father (who was probably the champion in the history of many talents).

Not bad drivers win championships. Talking about the world's best drivers and the difference between the first ten of about tenths of a second, even if a driver has won a championship one, it is still a worthy world champion.

Maybe your question should be reformulated, changing "worst driver" to one deserving driver and probably would be Michael Schumacher in 1994, when he won the title by a single point of Damon Hill.
