If I told a larger version of the ride on electric toys could I. ..? Can I drive on the sidewalk to my friends house? As a go-karting near, but the Escaldes Caddilac that little children run around. I think to make a bigger so I could drive to my friends house about 2 miles away. Is it legal to drive, even if I am under 16. It was electrical and I live in California. Should I wear a helmet? What are the laws.

NOTE: The vehcile is made up of real road car tires (little ones) an electric motor, maybe 2. It would have a seat, but probably no windshield, I mean, we are talking skeleton go-cart. Just to put me to pedal and walk 2 miles. ;) Tia!
In other words, we would call street legal.
I can certainly say that you can use the sidewalk to get to your friends house. The sidewalk is for pedestrians. Even bicycles are not supposed to ride on the sidewalk.
So that puts you on the road. You'd have to check with the Department of Transportation California, which is considered the highway. But they usually warrant brake lights, turn signals, mirrors, etc.
