The one I saw was metal "bumper" rather than thick plastic that mean it's 2007? Or when metal bumpers are available for the year 2006 before the facelift?

The 2006 x3 has full bumper body color, 2007 has the plastic piece that goes through to break a little. In 2007, if you want full bumper body color, you'll need to get the sport package.
