what would the insurance be on a new BMW 128i vs a new Honda Accord EX Coupe for a 17 year old? I know it depends on many variables but in general, how much more would it take for the BMW?

Well, the basics of what you said, I do not think insurance on a BMW is much more than the agreement, but it might be a little higher. A BMW 1 Series is not really a sports car, even if it seems the party:)
